Quality Care in LTCs (Long Term Care) – PSW to Patient Ratios

Background

Long-term care homes in Canada are required to have an adequate staffing mix to provide quality care and services. The personal support worker (PSW) to-patient ratios in Canada are generally high. However, most PSW staff feel they have too many residents to care for. For instance, many long-term care homes in Ontario report very few direct hours of PSW care per resident on paid hours (CBC News, 2019).

Context

High PSW-to-patient ratios link different community segments, including educators, PSWs, long-term care homes, and residents. All these groups are affected and directly involved in the issue. The current shortage of PSWs can be tied to sporadic workforce planning and education. Still, it affects the quality of care given to residents in long-term-care homes. Nurses may feel overworked by the high PSW-to-patient ratios, and residents may become dissatisfied with the care received. However, long-term care homes may be less willing to intervene owing to the high costs of recruiting and retaining nurses. Long-term care homes always want to manage staffing costs and may oppose mandatory staffing levels. The current legislation tied to this issue is the Long-Term Care Homes Act 2007. The Act stipulates specified staffing roles, including PSWs, registered nursing staff, and other health professionals.
