COUN5424: Instruction and Intervention for Varied Student Needs

A study guide to Capella's course on supporting students of different ability levels: assessment, differentiated instruction, inclusion and special education law.

Updated October 2026 · 5 min read

COUN5424 prepares Capella University school counselling students to support children and adolescents across the full range of abilities, including those served by special education.

Capella's current catalogue titles the course Instruction and Intervention for Varied Student Needs. Students analyse theoretical perspectives, characteristics, causes, assessment and interventions for children and adolescents of different ability levels.

They evaluate differentiated instruction and inclusion models and investigate recent trends in special education, evidence-based interventions and relevant laws.

School counsellors are not special education teachers, which makes the course tricky. You need enough knowledge to advocate and collaborate, while staying within your role.

The Laws You Need to Know

LawWhat it does
IDEAGuarantees eligible students a free appropriate public education in the least restrictive environment, with an IEP
Section 504Prohibits disability discrimination in federally funded programmes; often provides accommodations through a 504 plan
ADABroad civil rights protection for people with disabilities
FERPAProtects the privacy of student education records

Example: A student with diagnosed anxiety does not qualify for special education services under IDEA but needs extra time on tests and a quiet place to calm down. A 504 plan can provide those accommodations.

Key Concepts Explained

Differentiated Instruction

Differentiation adjusts content (what is learned), process (how it is learned) and product (how learning is shown) to students' readiness, interests and learning profiles.

Example: In a lesson on the water cycle, some students read a simplified text with diagrams, others read a standard text, and a group ready for more works on a short research question. All demonstrate learning through a choice of poster, quiz or short talk.

Tiered Support

Many schools use a multi-tiered system of supports (MTSS), including response to intervention: core support for all students, targeted help for some and intensive help for a few, with progress monitoring guiding moves between tiers.

Inclusion and the Least Restrictive Environment

IDEA requires students with disabilities to be educated with peers without disabilities to the maximum extent appropriate. Inclusion models, such as co-teaching, put that into practice.

The School Counsellor's Role

ASCA's position is that school counsellors should not take on administrative duties such as coordinating 504 plans or serving as the special education case manager. Assignments may ask you to discuss this boundary.

Typical Assignments and How to Approach Them

Students Across the Ability Range

"Different ability levels" includes students who are gifted and talented, not only students with disabilities. Gifted students can face boredom, perfectionism, social isolation or underachievement, and some are "twice-exceptional", meaning gifted and also living with a disability such as ADHD or a learning disorder.

Example: A highly able grade 7 student has falling grades and frequent conflict with teachers. Assessment shows strong reasoning but slow written output linked to a learning disorder. Support combines accommodations for writing with enrichment that keeps him challenged, and the counsellor helps him and his family understand both sides of his profile.
